Halburn Escorted Off Health Department Property





Serial Harasser Strikes Again

On Thursday, March 14, 2013, a Putnam Deputy Sheriff was summoned to the Putnam Health Department after Mark Halburn called and raised hell with the staff. He told them he was coming to their offices and they had better be ready to service him. They viewed his ranting as a threat and called the Putnam Sheriff's office.

Shortly thereafter, when Halburn arrived, he was intercepted by a Deputy in the parking lot and told in no uncertain terms to leave. He never even made it into the building.

Halburn then began whining about his constitutional rights and started shooting video. The Deputy told him to video all he wanted but he still had to leave.
At that point, Halburn was escorted off the lot and was once again told to leave or face the consequences. Halburn then complied.

Halburn has been a resident of West Virginia since November 2012 but still holds a South Carolina drivers license. That is in violation of WV Code §17B-2-1a which states that every driver shall, within thirty days after taking up residence in this state, obtain a WV driver's license. §17A-3-3b defines what a resident is in WV.
The Deputy may not have been aware that Halburn is now a WV resident since Halburn was not cited for the license offense.


Halburn agreed in February to a 6 month period of pre-trial diversion for a 2012 harassment charge in Kanawha County.
The question is, how long is it going to take for law enforcement to put Halburn's ass behind bars?

It is unknown what Halburn's beef is with the Health Department this time.

After Halburn saw our headline Saturday night, he posted the following on PutnumLive's Facebook page, in a desperate attempt to cover his flabby ass.















First he says he hasn't been there in more than a year. Then he immediately starts splitting hairs, saying he wasn't escorted FROM THE BUILDING. No, he was escorted from their parking lot. 
The Putnam County Sheriff's office records show that he was, in fact, removed from the Health Department property on Thursday, March 14, 2013.

And then to top it all off, someone commented that we should be talking about Halburn stealing sunglasses from Sheetz instead.

Thunderous McDoodles thought he'd get some sympathy from all his Facebook asskissers, never dreaming that someone would drop a comment bomb on him.

Well that shit backfired.
Beautifully backfired.

Halburn deleted the comment within the hour.

    Hallburn, let me clue you in on something. If you want to claim "dual residency", that is actually completely legal (though you still have to have the driver's license thing up to date), you can and will be taxed in both states. Most retirees run into this quite alot. Dual state residency can and does result in dual taxation.

    So, while you will NEVER be a retiree anytime in your sad and pathetic existence, you can claim dual residency, it will only will result in you paying state taxes in South Carolina and West Virginia. But like retirees, you MUST keep that driver's license up to date, just like they do, or you will get a big, fat fine...or in your case arrested.

    1. He has no grounds to appeal.
      Nothing new can be introduced and he has to prove that Judge Kelly applied the law incorrectly. The burden of proof is on him.

      It will be heard by Judge Stowers in the Putnam County Judicial Building.

  9. He can't pay, won't pay until he is on the doorstep of the jail. It will be fault of someone else that he can't pay. And as far as getting licensed in WV, that's bad news for the great State of WV and it's hardworking people who will be harrassed and bullied somewhere everyday in the name of "journalism". Professional journalists don't operate blogs and belittle, condemn, and intimidate people as a way of getting what they want.

  10. OK, lets skip ahead to the day Hallburn does not pay his ex-wife what he owes her. What happens then? They can't garnish his wages-He has none. Welfare and Public Assistance are off limits. I don't think household stuff is available to be taken, nor is his shitty car. What does he have of value that poor Delores can take to pay Hallburn's debt to her?

    1. He could be jailed for contempt of court. Which would open a whole other can of worms since he's on probation.
      His property could be seized to satisfy this judgment.
      His business property is personal property and vice versa since he is a sole proprietor.
      Interest will probably start accruing as well.

  14. For once, why doesn't he just do the right thing and pay his ex-wife what he owes her and focus on raising his little boy. That should be all that matters. As a parent, I would focus on gaining more visitation with my son and forget about all this other stuff. I guess that proves who he really loves the most and it's definitely not his son!

    1. This is what most normal people would do. He is not normal, by a longshot.

      Maybe the upcoming DSM-V will have a chapter dedicated to H.A.D., or "Halburn Associated Disorders". The syndrome is indicated by, among other symptoms, paranoia, narcissism, bipolar indications, and oppositional defiance disorder.

      There is no cure, and the strongest psychotropic drugs on the market can't make a dent in it.

  17. What is the process by which Halburn is to turn over this money to Delores? In court, via attorney or what?

      It's not really specified in the order. It just says paid on or before April 1, 2013.

      He doesn't have the money, so it's pretty much a moot point.
      The real question is, what's going to happen when he doesn't pay?

  18. If this were taking place in Virginia, on April 2, Delores could petition the court to dock Hallburn's wages (yeah, what wages) and in some states they are even going as far as to seize property to pay off the child support debts owned by dead beat fathers.

    Not sure the exact laws in West Virginia, but it would be worth checking out the West Virginia Code (the state laws of West Virginia). I enclosed the link to it below.

    2. Ah, I thought this was a retroactive child support payment. Then he has until close of business (typically 5pm) tomorrow to pay up.

      At 5:01pm, "Failure to Pay Restitution" charges could then be filed.

      At that time, the court can either issue a warrant for his arrest or put a lien on his property (car...yeah, that's pretty much it.) or dock his pay (if he had pay to dock) until the debt is paid.

      In his case, since there isn't any pay to dock or any property to put a lien on, he will probably be arrested.

    4. Our friend Mark has forgotten the first rule of holes - stop digging when you get in over your head.

      A normal, rational person would've made some arrangements by now - find gainful employment, sell an asset, do SOMETHING to eliminate the debt. Instead, he files a spurious appeal and spends his time ranting on-line about his sorry lot in life.

      Instead, he'll be just another name in the ranks of deadbeat dads. Congratulations...

  19. Just like not paying a ticket, fine, or any other court ordered sum the court could suspend his driving privileges until the full amount plus penalties and reinstatement fees are paid.

    1. Anon is quite correct. Alot of states are suspended licenses of dead beat parents until they at least meet with the court to make payment arrangements. So, Putnam County could legally suspend his license at 5pm until he meets with them. Either way, he is going to jail. :)
