Publisher Harasses PCHD

The sheriff's department says Halburn, who writes an internet blog, had been harassing the health department about Freedom of Information requests and was notified via email that the Department's Administrator, Joel McKinney, would only meet with him between certain hours. Halburn arrived there today outside of those hours and was arrested.
On March 18, after a similar incident, Halburn was ordered not to return or he would be arrested for trespassing.
This afternoon, Halburn returned, caused a disturbance and demanded to speak to McKinney. McKinney heard Hallburn shouting and causing a disturbance. McKinney attempted to explain to Halburn what he needed to do to get the information he wanted, but Halburn could not be calmed down. Hallburn’s actions caused other workers to stop working to see what was going on, made it difficult for them to wait on other people and made it difficult for computer maintenance work to be completed.
Halburn was unable to flee before Sheriff's Deputy C.M. Savilla arrived and took him into custody.
The obese, balding, slovenly Halburn, clad in cut off sweat pants and sandals, was taken before Chief Magistrate Kylene Brown and charged with violating WV code §61-6-19, willful disruption of government process. He was released on a personal recognizance bond and ordered to have no contact with the Health department.

Halburn was also arrested in 2009 after trespassing at a Kanawha County swimming pool. He was convicted on that charge in May 2010.
This is just another in a long line of incidents that Halburn has instigated. He will not take responsibility for any of them and for whatever reason he is rarely held accountable for them by the judicial system.
Halburn will have a hearing before Putnam County Magistrate Scot Lawrence on June 4 at 10:45 am.

How does an arrest square with his current legal situation? He is in default on money owed to his 2nd ex-wife via court order. I doubt that he has paid a penny of child support. This may be a good time for us to see if the legal system lets deadbeats like Hallburn skate on obligations.

ReplyDeleteSame old crap, just a different day. I hope someone will finally put the hammer on this guy. The only way to keep this guy in line is to put him in jail.....he's not going to pay his rightful debts anyway. Put him somewhere where he can't stalk and intimidate society on a daily basis. It's obvious that he sure has not learned anything to this point.

I wouldn't sweat the PR bond. It gives him the opportunity to miss court appearances, which then gives the State (i.e., Mark Sorsaia's office) a chance to have a bench warrant issued and have any subsequent bond set at an unpostable level.

DeletePR is the only way he could have made bond. He doesn't have a job, so it's not like he has anything else to do except show up for court.

ReplyDeleteJust think of the savings on laundry costs....not to mention the savings avoided by not buying real clothes. Maybe there was a beach party on the banks of the Elk River? Obviously, the phrase "dress for success" hasn't made an impact on him yet.
ReplyDeleteHe still can't grasp the WV FOIA law....still blaming the Prosecutor for not enforcing the FOIA statute . READ THE CODE......THE FIRST STEP, I REPEAT, THE FIRST STEP IS TO ADDRESS ANY CONCERNS WITH THE CIRCUIT COURT OF THE COUNTY IN WHICH THE FOIA WAS FILED. PERIOD. Nothing more, nothing less!

Step up to the plate (given your love of the Dodgers) and be a man. A real man doesn't exploit the system to get free money. A real man doesn't live and work in South Carolina and claim unemployment benefits in West Virginia.
If you have been claiming and receiving unemployment benefits from the state in the past for being an unemployed substitute teacher than SHAME on you and the state for approving such a scam. What a sham!
So, can you step up to the plate? Can you be a good role model for your son? Can you pay your debts to him?
I think a FOIA request should be made to see his unemployment records.
DeleteHas he sued the Sheriff's Dept. yet? That's the next step......threaten to sue for money, ask for an immediate apology, and ask for the Sheriff to resign and move to another state or country. Better yet, why doesn't he move to another state or country, and this time stay there!

We all know he is capable of violence from the mental evaluation he was given.
The only people they seem to want to protect is themselves from his harassments! They do not care about the people having to deal with him every day.
Deweese has been in law enforcement here for 20 years. He should know exactly what kind of asshole Halburn is. For him to give Halburn anything but a hard time calls his judgment into question.

He constantly talks about waste in government...... how about the waste of law enforcement time and resources spent every time he causes a problem. Their time and resources equates to money.... tax payer money.

DeleteHalburn, on the other hand, would have tried to stop the Germans with a repeated series of blustery and incoherent phone calls to HQ. He would have demanded the home addresses and phone numbers of German leadership, and when all of this failed, he would have demanded the resignations of key German leaders, as well as reparations of TEN MILLION DOLLARS, payable by the close of business on June 15, 1940.
