Election day warning
Putnam County citizens are urged to remain vigilant during the upcoming general election.
In November of 2010, the West Virginia Secretary of State's office warned Putnam County officials that Mark Vance Halburn might try to disrupt the election.
There is no reason to believe that this warning is not just as valid today.

The subject's description is as follows:
5 foot 10 inches tall, 370 pounds, green eyes, thinning gray hair with a mustache. He is most frequently seen wearing a tee shirt, shorts and sandals, however he sometimes wears black pants and a golf shirt.
Halburn often tries to pass himself off as a journalist.

Do not allow yourself to be photographed or interviewed by this man. He has a propensity for aggressive behavior and given his degree of agitation and volatility, any threats made by Mr. Halburn should be taken seriously and dealt with appropriately.
If you are approached by him at the polls, report it immediately to law enforcement.

Halburn Runs More Fraudulent Ads

In Mark Halburn's world, the old saying "The enemy of my enemy is my friend" is his philosophy.
And during the election season is where he really shows his underhanded colors.

Halburn began the election season by running ads on his cluttered hate blog, PutnumLive, from the same political hacks that he usually does. Joshua and Helen Martin, both Democrats, a mother-son tag team whose only apparent qualification to hold office is being related to a dead office holder, had their ads run on PutnumLive during the primaries, apparently at no cost. Their expenditure reports show that they only paid for an after election "thank you" ad. 
This time though, it looks like Mom and Junior both ponied up for their ads.

Jeff "Barbie" Eldridge only paid for a post election "thank you" ad. Josh Stowers actually did pay for his primary ads, so he's got that going for him. Neither of those two candidates' first general election expenditure forms show that they've paid for the ads Halburn is running now.

Now to this race's shenanigans.
Halburn is at the end of a very messy divorce, where he  has harangued the courts and every other branch of government for the past year. Any politician that disagrees with him is going to be "punished" by him running an ad for his opponent.
Halburn followed Governor Earl Ray Tomblin to the UMW Labor Day Picnic, where Tomblin blew him off and laughed at him, which enraged Halburn.
So he began by running a Bill Maloney for Governor ad, with a "Paid For By Supporters Of Bill Maloney" disclaimer. According to the WV Secretary of State, there is no such group.

A Maloney spokesperson tells PutnamLIES.com that they did not pay for the ad and it is not authorized to run on Halburn's blog.

Halburn attended the grand opening of the Putnam County Republican Headquarters and harassed one of the judicial candidates so much that the candidate finally left. 
He did the same thing when he attended a candidate forum in South Charleston with his buddies the child molester and the sleazy preacher. 
Halburn went and listened to everything they said and then tried to make the candidates promise to kick Putnam County Family Court Judge William Watkins off the bench if they were elected to the Supreme Court.

He has harassed the Supreme Court and its employees endlessly since his divorce proceedings began. Halburn was previously banned from the Supreme Court after a prior harassment incident.

Supreme Court candidate Allen Loughry's ad also appears on Halburn's blog. His is allegedly paid for by a group called "People for Accountability In The Courts."  Loughry's campaign confirms that they did not authorize or place the ad.

Supreme Court candidate Letitia Chafin's ad says it is paid for by "Supporters Of Court Transparency." Again, this ad is not authorized by her campaign.
We wonder though if that transparency includes mentioning her trophy husband Truman's federal indictments?

Neither of these two groups are registered with the West Virginia Secretary of  State's office as required by law.
Neither are authorized by either campaign.
Could it be that they are nothing more than something that Mark Halburn has made up? PutnamLIES.com says that is exactly the case.
A source tells PutnamLIES.com that the Secretary of State is now investigating this violation of election laws.

Some speculate that Halburn runs the ads as "contributions" without the candidates' knowledge. Or that he runs the ads and sends the campaign a bill which he then hopes they pay unwittingly.

Last year during the Gubernatorial primaries, PutnamLIES.com exposed the fact that Halburn illegally ran unpaid ads for both Natalie Tennant and Betty Ireland on his opinion blog. Those ads appeared without the consent and without payment by their respective campaigns.
And that it appears to be a long standing practice of his, running over several election cycles.

This is just the kind of sleazy, underhanded, biased reporting that Hallburn has become notorious for. People have come to expect this type of unethical coverage from Mark Halburn and PutnumLive.com.

Any candidate that would run ads with Mark Halburn and PutnumLive.com is not fit to hold office.

Hallburn Continues To Prevaricate In Election Ad Controversy

The second set of primary
election financial statements are in, and as expected, neither PutnumLive nor Halburn's names appear on Natalie Tennant's or Betty Ireland's reports.

ES.com exposed the fact that their political ads run by Halburn on his opinion blog appeared without the consent and without payment by their respective campaigns.
And that it appears to be a long standing practice of his, running over several election cycles.

And as always Halburn has a convoluted excuse why.

He claims to have PLENTY of documentation to cover himself. PLENTY! Signed agreements, income statements, EVERY penny is listed. EVERY penny!
He says.
He claims that if a candidate and/or supporter fails to declare a contribution to the SOS, that is on them.


He claims that some local candidates failed to report their purchase of ads.
His explanation is that supporters bought the ads and did not report the buy to a candidate. That's why the buy wasn't reported.

This, however, does not explain the fact that the Tennant ad specifically stated: "Paid For by the Elect Natalie Tennant Committee".
Now, in order for an ad to carry that disclaimer, it had to be placed by that committee, not a random supporter.

It also does not explain the fact that MULTIPLE campaigns did not report any expenditures at PutnumLive over the course of SEVERAL election cycles.

We can see if one candidate forgets to list such an insignificant ad buy like PutnumLive, but 2 in just 1 primary this year? And at least 3 other candidates in past elections? We were born at night, but not last night.

He then tried blaming unnamed out-of-state organizations for running the ads, saying because of that, the candidates can't possibly be aware of all of the advertisements run.

Hallburn says the Secretary of State knows that he WILL PROVE EVERYTHING that he says!
We say prove it to the reading public.
Show us the proof, fatboy. Either on your blog or send it to us and we'll print it, without alteration.

Provide the names of those who paid for the ads.

Then he claims that he has provided a document to the WVSOS office proving that they were paid for by supporters.

That's not good enough.
The public that you claim to serve has the right to know. The public that you claim to serve has the right to see whatever documents that you claim to have supplied to the secretary of state's office.
Show us the documents.

But we all know why you don't provide any proof.
It doesn't exist. There's nothing to show.

You claim you did nothing wrong. Now prove it.

But Hallburn Does -

Last month Hallburn got busted once again. This time for running campaign ads without the candidates' permission.

He illegally ran unpaid ads for both Natalie Tennant and Betty Ireland's campaigns for the gubernatorial nomination.



PutnamEYES.com said that the truth would come out when the first primary campaign financial reports were released.
And it has.
The truth is that Halburn lied.
Again.
Neither Ireland nor Tennant's reports lists PutnumLive as an expenditure or an in-kind contribution.

The Tennant ad even had the "Paid For by the Elect Natalie Tennant Committee" disclaimer. Which, if it was not a paid ad, is a violation of election law.

Campaign reports must contain all expenses.
An advertiser cannot donate ads to a candidate unless a value is declared and the donation is accepted by the candidate.PutnamEYES.com's prediction came true when Halburn claimed that unnamed supporters of the candidates only paid for the ads through February 28th. He says he doesn't run free advertisements.
Another lie which PutnamEYES.com has disproved.
Even Halburn admitted that he runs free ads. He just can't remember all the lies he's told.


Funny though, when the Secretary of State's Election Fraud Division got involved, the ads disappeared.
Halburn's explanation doesn't hold water. No politician buys an ad for one month, 3 months before an election. Especially to reach Halburn's 29 readers.

Next, he claimed ads were paid for by candidate supporters who plan to run them again when they get funds. He says no one ordered them removed.

Neither of these campaigns are hurting for money. The fact is, neither campaign sees the need for blog advertising.

He claims that political ads run $300 a month. Which is another lie.
Expenditure reports show that they cost anywhere between 25-200 dollars a month, when he decides to charge for them at all.

Some candidates pay nothing. Reports show that Brady Paxton for example, paid zero despite his ad running there for at least a month.
A Dale Martin ad that appeared before the general election in November apparently ran for free as well. It does not appear in any of his expenditures.

Both ads contained the "paid for" disclaimer.

Additionally, in the 2008 Supreme Court race, Halburn ran an ad for now Justice Menis Ketchum that didn't appear on Ketchum's expenditures. Again containing the "paid for" disclaimer.

The candidates for county offices, Debbie Phillips, W.D. Arthur, William Legg & Kathie Crouse, are not required to file reports , so we can't tell if any of those candidates actually paid for their ads.

So, the bottom line here is that Halburn ran the Ireland and Tennant ads completely unsanctioned, without any permission or compensation from the campaigns.

Illegal?
Probably.
Unethical?
Certainly.
Neither is new for Mark Hallburn.


The sad thing about this whole episode is that both candidates knew these ads were running there but took no steps to have them removed. If neither of these two women weren't willing to stand up to a bully like Halburn, how are they going to stand up for the people of West Virginia on the really tough issues that face our state?

ANY politician that advertises with PutnumLive.com is not fit to hold office.

HALLBURN ORDERED TO REMOVE ADS!

Opinion Blog Caught In Another Lie

The Secretary Of State's office has ordered Hallburn to remove the Tennant & Ireland ads from his opinion blog immediately due to violation of election law.

Sources tell PutnamLIES.com that both campaigns were furious that Halburn used their ads without authorization.


PutnamLIES.com reported two weeks ago that he was running an unauthorized campaign ad for Republican gubernatorial candidate Betty Ireland about a week after he started running one for a Democrat candidate, Natalie Tennant.

Turns out BOTH of them were both unauthorized.

Halburn commented last week that the ads were endorsed by the candidates' campaigns. Again, not true.
He said they were paid for by the candidates' supporters who also supplied the logos for the ads.

Will he have an explanation?
Probably something like "They only paid for February", or some such shit. No candidate buys a two week ad.
If you have proof, Hallburn, produce it. We'll run it here along with your explanation.

Won't happen.

Why not?

Because he's a pussy that doesn't have the guts to show his face here. He reads us all the time, but he's not man enough to try and defend himself here.
He knows he's been caught, but his mental illness does not allow him to admit that he's wrong.

The candidates and their supporters want NOTHING to do with Hallburn and his opinion blog. They are making a stand for ethical reporting and the large, growing audience of readers that LOVE PutnamLIES.com, which broke yet another daily readership record today!

Here at PutnamLIES.com we promise to continue to report the truth even if a pinhead from Putnam County whines and throws a fit every time we lift up the ru
g and expose what he has been up to. Trouble is, he was used to being able to do whatever he wanted without question. Now that PutnamLIES.com is here, we call him on his unethical behavior and immoral practices, even when he harasses our publisher, commenters and readers.

Readership and advertising support for Putnumlive.com continues to decline. Hallburn continues to embarrass himself.

In 2009, Halburn deliberately misrepresented the fact that Debra Girimont, a candidate for the House of Delegates, was a sponsor of the Putnam County Tailgate Party when she was merely a participant. A fact that PutnamEYES.com revealed and Halburn refused to retract even when the candidate called him on it.

Now he has done it again. On February 13, Hallburn placed an ad on his opinion blog for Betty Ireland, a candidate for the Republican gubernatorial nomination, without her permission. The difference is, this time the candidate is not willing to do anything about it.


After spotting the ad, PutnamLIES.com knew that Ms Ireland was not at fault, she was yet another victim of the unscrupulous publisher of PutnumLive.com, Mark Hallburn. He was merely using her ad as a means to further his own political agenda and satisfy a personal vendetta.

Her campaign was notified about this immediately and has taken absolutely no action. And as the ad is still up, there are only two explanations. Either they just don't care or they approve of Halburn running the ad. Neither bodes well for her.

We believe it is a case of just not caring. Maybe they believe that Halburn doesn't have enough readers to make it worth their time. They're right about the readers, but not right about letting this slide. He is a content thief who makes a practice of doing exactly what he did with her ad.

Ms. Ireland, we have just two questions for you.



If you're this indecisive as a candidate over this issue, how effective would you be as governor?
If you're not willing to take a decisive stand on Halburn running this ad without your permission, how can the people of West Virginia trust that you'll do the right thing when faced with tough decisions?
You could have picked up the phone yourself and told the fat thief to remove the ad.
We're sure you have lawyers working for your campaign, you could have used one of those.

By letting him continue to run this ad, you are accepting his endorsement and condoning his theft.
Having a Governor that says one thing and does another is not what West Virginia needs. The buck stops with you. Your word should be your bond.
For you to allow this unauthorized ad to continue to run on his site is a slap in the face to every voter in Putnam County and West Virginia. Halburn is a bully. This is exactly how he gets away with things like this. People think it's too much trouble to do anything. Which emboldens him even more. It is simply political poison for any candidate to have anything to do with him. You should run away from him instead of being Facebook friends with a domestic terrorist.
You stand up to a bully. A public denunciation from you would have gone a long way with your would-be constituents and demonstrated some leadership against this civic menace.
Halburn, we condemn your biased, underhanded, unscrupulous, unethical behavior. These examples show just how low you will go to to make yourself appear to be a legitimate journalist.
Once again you have proven yourself to be the hack we all know you are.

UPDATE: Here's a comment Halburn left elsewhere because he's not man enough to leave one here:

Halburn Refuses To Remove Political Ad

Ad Is Unauthorized

In his zeal to promote anyone else than one of his "enemies", an ad for Republican Gubernatorial candidate Betty Ireland
appeared on Halburn's opinion blog Sunday.



The strange thing is that nobody from Ireland's campaign authorized its placement.


"This was an unauthorized ad placement"

Apparently the Ireland campaign doesn't have the guts to order him to remove it.
When will it go? We will see.

Halburn's hated nemesis Mark Sorsaia is also running for the Republican nomination. Which explains Hallburn's motivation to run the ad.

Subscribing to the old axiom, "the enemy of my enemy is my friend," he took it upon himself to run the ad without anyone's permission.
At no charge.
Like all his other ads.

At no time did he contact anyone associated with her campaign.

Which begs the question, If he ran Ireland's ad without her permission, is there any question he is doing the same thing with Natalie Tennant's?

This is just the kind of sleazy, underhanded, biased reporting that Hallburn has become notorious for. People have come to expect this type of unethical coverage from PutnumLIVE.com.
Any candidate that would stoop so low as to run ads there is not fit to hold office.

Halburn gets caught with his hand in the cookie jar once again and once again it's some else's fault.
This time it's Putnam County Prosecutor Mark Sorsaia.
It's always someone else's fault with this fat fuck.

After reading about a memo published on PutnamLIES.com, Putnam County's REAL news source, Halburn stole the scans of that memo and wrote an article complaining about his mistreatment. Boo fucking hoo.

"I do not believe that Mr. Halburn at PutnumLive is a legitimate media source," Sorsaia said in the November 1st memo.
You've got that right, Mr. Prosecutor. Nobody does.

Halburn whines that Sorsaia never contacted him about the call from the secretary of State's office.
A prosecutor doesn't phone a suspect to get his side of the story.
No clarification is needed. The memo speaks for itself.


What apparently prompted the memo was a telephone call from the office of West Virginia Secretary of State Natalie E. Tennant.

What prompted the phone call was this: A Jefferson County judge dismissed charges against a newspaper reporter for taking photos inside a polling place. Halburn then called the Secretary of State to let them know his opinion on the case. He was told that the constitutionality of the issue had not been settled and that a lawsuit addressing the law had been filed but not ruled on. Halburn then started giving his legal opinions about the case saying the First Amendment allowed such photography. Other vague statements were made which were interpreted as an intent by him to disrupt the election. Common sense precautions were taken.
Halburn then called Putnam County County Clerk Brian Wood and made the same statements.

Obviously, Halburn's reputation precedes him not only here but at the Secretary of State's office and every other place where they've had to deal with him. Halburn has a long history of making threats just vague enough that he can weasel out of them by maintaining he meant something else.

They've all read his psychiatric evaluation where the report said, "Given his degree of agitation and volatility, threats made by Mr. Halburn should be taken seriously and dealt with appropriately."

And that's exactly what they're doing.

The Secretary of State is merely doing her job by warning county authorities of potential problems. The prosecutor is doing his job by warning law enforcement and the county clerk of the same thing.
He would be remiss in his duties by not doing so.

As far as we know, Halburn has never taken a law course or worked for a legal firm. He also never went to journalism school. While he is not even qualified to be a journalist, he is certainly not qualified to argue the law. We are not sure why Halburn apparently thinks he is an expert about law. In journalism school, reporters are taught to interview all of the key people involved in a situation to get the complete story. They are also taught to report fairly and without bias. Halburn does neither of these.

Halburn later informed Sorsaia that his memo will be turned over as part of a formal complaint to whatever state agency oversees prosecuting attorneys. "Whatever state agency oversees prosecuting attorneys"? He doesn't even know. Whatta maroon.
Halburn says he doesn't know why Sorsaia would attempt to enforce a law that another West Virginia prosecutor has determined is unconstitutional.

Here's why, nonuts. Prosecutors also do not determine the constitutionality of laws. That role belongs to the judges.

Halburn also says that PutnumLive.com would never photograph an unwilling subject.
Really?
 
He should tell that to the many people that he's photographed or attempted to photograph over the years. It happened last month at the Buffalo Octoberfest.

As for what Sorsaia was told in the conversation with the SOS's office, we do not know. It appears that the information was serious enough though for him to write the memo and warn law enforcement to beware.
PutnamLIES.com applauds Mr. Sorsaia for protecting the voters of Putnam County.

In these days where domestic terrorism is rampant, government cannot afford to let its guard down against miscreants who would do the public harm or try to undermine the electoral process.

Halburn Accuses City of Vote Irregularities



Hurricane's excess levy election was held last week. On Saturday those votes were counted and voters approved the levy 241-138.
The levy provides $338,000 in funds for police and street paving.

But Halburn immediately questioned the legitimacy of the election.

Why?
Because they refused him admittance into City Hall while the vote was being counted. He says the police harassed him. They made him stand outside in the cold weather.
Man up, you pussy.



This doesn't taint the vote, fuckstick.
All it does is prevent YOU from disrupting the process.
You may recall it is YOU that is the person that has vilified Scott Edwards from day one.
YOU, the person that disparages the police and fire departments.
YOU, the person that has a vendetta against every government official that doesn't kiss his fat ass.
And then you condemn them for not cooperating with you?
Why should they?

They don't owe you anything.
The law doesn't require them to let you in.
They can exclude anyone who might interfere with the counting process.
You qualify for that.

Get this through your thick skull, asshole, you're not the media. You're a dick with a poorly designed web site. That doesn't get you any more access than anyone else.

Edwards isn't trying to hide anything. He's trying to keep you from douching up the process.

I'm sure you'll file some sort of complaint accusing somebody of something. You're a habitual complainer. And make sure you forward that complete email (all headers) you allegedly received. Forward it to us too if it's real. We'll be checking on your threat of a complaint.
So go ahead. Waste some more taxpayer money. It's not like you're actually paying any taxes anyway.
