He’s back in jail!!!
He was arrested today for violating a Family Court order. The case number has a D which makes it a domestic case. So it has something to do with his never ending divorce case. Probably contempt of court.
He was booked into Western Regional Jail at 5:50 pm this afternoon.
Our guess is that it has something to do with his appearance in a fringe video, threatening Judge Keller by saying, “I’m coming for you Judge Keller”, and violating a standing order to not discuss his case in public.

Does this violate his probation in Putnam County?

Magistrate Hunt clearly told him, “Understand me, If you violate that probation, I will have no choice whatsoever but to put you in jail for (90 days).”
BUT… Family Court is a civil court so probably not. This is a civil, not a criminal matter. So he is being held in civil contempt.
BUT… That means the judge can hold Halburn for as long as she wants until he complies with her orders.

Domestic Abuser and terrorist Mark Vance Halburn was arrested in Dunbar this morning by Putnam County Sheriff Deputies.  Halburn had been a fugitive after a warrant was sworn out on Tuesday, March 14 for violation of a personal protection order and trespassing.

Halburn went to Dr. Joseph Matusic's home on Monday, March 13 to take pictures of a barn that burned. It was at that time he trespassed onto Matusic's property.

Matusic had a restraining order renewed against Halburn in February 2016 after Halburn stalked Matusic's daughter at Winfield High School. Matusic had gotten a previous order in 2012 after Halburn stalked both Matusic and his wife.
Halburn was given the opportunity to come to Putnam County on the day the warrant was issued to turn himself in. He refused.


On Friday a
Putnam fugitive apprehension team served a warrant for his arrest in Dunbar.
Halburn calls himself the "publisher" of a failing fake news internet blog. He also sells obamaphones.

Halburn is being held in the South Central Regional jail on $1,000 bond.


The Creeper is still in there. Hopefully they can bunk together.

HALBURN NOW A WANTED FUGITIVE!!!


Authorities have released this sketch of the fugitive.

Arrest warrants were issued on Tuesday in Putnam County for Mark Vance Halburn for violation of a personal protection order and trespassing.

Halburn went to Dr. Joseph Matusic's home on Monday to take pictures of a barn that burned. Matusic had a restraining order renewed against Halburn in February 2016 after Halburn stalked Matusic's daughter at Winfield High School. Matusic had gotten a previous order in 2012 after Halburn stalked both Matusic and his wife.

Halburn was given the opportunity to come to Putnam County yesterday to turn himself in. He refused.
There are warrants on him now and he knows it.

Halburn's psychological profile and behavior would suggest that he has propensity for aggressive behavior. Given his degree of agitation and volatility, any threats made by Mr. Halburn should be taken seriously and dealt with appropriately.

ARRESTED AGAIN!

But he did turn himself in on ANOTHER charge of telephone harassment the other day. This is the 3rd time he's been charged with this same crime. 
This time it stems from his vendetta against Charleston Mayor Danny Jones, who hosts a show on WCHS radio.

The Complaint


The complaint issued by Charleston Police Detective W.R. Anderson reads:
On April 28, 2016. the defendant, Mark Vance Halburn, did make approximately eight phone calls to West Virginia Radio Corporation, located at 1111 Virginia Street East, Charleston, Kanawha County, West Virginia. According to the station's Vice President / Market Manager, Bob Visotcky, the defendant has been banned from the property, as well as the air. The defendant has made multiple phone calls to the station for approximately two years, harassing employees. On March 31, 2016, the President of WV Radio, Mark Miller sent a notice to Mr. Visotcky and Mr. Dale Cooper, Operations Manager, stating the station will no longer take calls from the defendant. Mr. Miller had previously spoken with the defendant and requested he no longer contact West Virginia Radio Corp. The defendant has shown up in front of the building, harassing employees about on street parking, in the past. Due to the amount of calls today (4/28/16), the administrative assistant, Amy Dempsey, has become fearful for her safety, as well as that of her coworkers, as her desk is in the front of the building, by the front door, and visible from the street.

He turned himself in so he's probably out on a personal recognizance bond.
But it is still considered bond and he can not commit any offense (even traffic) or they can revoke his bond and place him in jail until his hearing.
 
The case is Kanawha County 16M-2960
A hearing date has not been set at this time.

SERIAL TRESPASSER PLEADS GUILTY

Phone Harassment Charge Dropped

Mark Vance Halburn, arrested on June 25 in Dunbar for the disruption of government services, pled guilty to lesser charge of trespassing on Monday.  He gets credit for 14 days time served.

In exchange for the plea, the charge of making obscene, anonymous, harassing, repeated and threatening telephone calls to the WV unemployment office for his July 7 arrest was dismissed.

This is Halburn's second trespassing conviction.

Domestic terrorist Mark Vance Halburn, was taken into custody by the Capitol police after making numerous, repeated, harassing phone calls to a state unemployment office.

Halburn made at least five phone calls to Workforce West Virginia Charleston manager Bunny Harper and her staff on June 7. The report says, “The insulting, demanding and abusive calls continued for approximately 2 hours.”

Halburn claimed that the workers had “broken his first amendment rights,” according to the complaint.

Halburn was out on bond from an June 25 arrest  in Dunbar where he went to the city clerk's office and he was “being very loud and demanding about a sign in the hallway,” The clerk triggered a panic alarm and Halburn was charged with disrupting a government process.

Halburn was charged Monday with harassing or repeated phone calls and is being held at South Central Regional Jail on $1,500 bond.


The charge is a misdemeanor.  Halburn faces a fine of not more than $500, or confinement in jail of not more than six months, or both.

Halburn was arrested for the same charge in 2012 at the same office.

The case number in Kanawha County is #14m-4622.

Man arrested for alleged harassment

CHARLESTON, W.Va. — A Dunbar man was arrested after allegedly making several harassing phone calls to a state employment office.
Capitol police took Mark Vance Halburn, 52, of 21st Street, into custody Monday.
Halburn, publisher of the Putnam Live website, allegedly made at least five phone calls to Workforce West Virginia Charleston manager Bunny Harper and her staff.
He claimed in the calls that the workers had “broken his first amendment rights,” according to a complaint filed in Kanawha Magistrate Court.
“The insulting, demanding and abusive calls continued for approximately 2 hours,” the complaint said.
Halburn was free on bond from an arrest two weeks ago in Dunbar.
The website publisher was arrested June 25 after an outburst in the Dunbar Municipal Court Clerk’s office led the clerk to sound the panic alarm.
Dunbar police in that instance found him in the office “being very loud and demanding about a sign in the hallway,” according to that complaint. He was charged in that instance with disrupting a government process.
Halburn was charged Monday with harassing or repeated phone calls and is being held at South Central Regional Jail on $1,500 bond.

HALBURN ARRESTED IN DUNBAR!!!

Mark Vance Halburn was arrested again today, exactly a year after he was jailed for contempt of court and spent 24 hrs in jail because he couldn’t pay $250

The story behind the story:

Halburn was caught on Charles Ave. in Dunbar, on Father's Day, close to midnight, going 39 in a 25 zone.
He got a second ticket for an unsigned registration card. The only reason that the second ticket was given was that he went off on the officer after getting the speeding ticket. He not only got the original cop involved but his shift commander as well when he threw his tantrum.
He demanded they call the Chief and also demanded that all speed limits be done away with after 11: 00 pm. since there is not much traffic.
He also wants the city to make a new law that contractors not be able to start work until after 9:00 am so he can sleep. 




On Wednesday, Halburn went to Dunbar City Hall to argue about the traffic ticket. He went to the

municipal court clerk’s office  where he became "very loud and demanding,” about about a sign in the hallway.
Halburn apparently was upset because he mistakenly walked upstairs to pay for his ticket and that the sign was wrong.
He was told by the clerk if he wanted a hearing on the matter that he would have to come back to court at 5 p.m. on July 1.
Halburn continued to argue about the ticket and got louder and louder, causing the clerk to get worried and use a panic alarm.
At that point
Dunbar Capt. Scott Elliott was summoned to City Hall. Mayor Terry Greenlee told Halburn to quiet down or leave. Jess Bailes, the Dunbar police chief, asked Halburn to step out of the office, but Halburn refused. At that point, Bailes and Elliott escorted Halburn out of the office.

Halburn was charged with disrupting a government process. He was free on bond Wednesday night.
It's unknown if the sign at City Hall said, "Use the other entrance."  


As two different court ordered mental evaluations stated :
"His psychological profile and behavior would suggest that he has propensity for aggressive behavior. Given his degree of agitation and volatility, any threats made by him should be taken seriously and dealt with appropriately."

"His arrests follow the pattern clearly seen by the mental health professionals: he generates needless conflict and then overreacts when his bullying tactics are resisted."

HALBURN LEAVES FAMILY COURT IN HANDCUFFS!!!

On Friday, November 15th, 2013, less than 24 hours after losing his divorce appeal before the WV Supreme Court, Mark Vance Halburn was removed from Kanawha County Family Court in handcuffs on Friday morning. He was then placed in a holding cell in the Courthouse for several hours.

Halburn titled this "Kelly Screws Up", but the screw up in this case is Halburn, not the Judge.
 
In the above courtroom video, Halburn is told six times that he defied the Court's order by mailing in his required payment (Halburn calls them "illegal sanctions"). A previous court ruling ordered Halburn to deliver any payments personally to the Court because he is an untrustworthy weasel.
In a typical Halburn power play, he took it upon himself to defy the Court's order and mail in his payment.
Kelly told Halburn, "You are not going to call the shots... You are no longer going to dictate how you're going to do things".
Halburn then continued to argue with the Judge.

At that point, the Judge ordered Hallburn handcuffed and detained for contempt.

Halburn says the check he mailed was delivered the day before.
BIG FUCKING DEAL!
You were ordered to personally bring the payment to the Court, not mail it, shithead.
What part of that don't you understand?

Nobody is going to prosecute this because absolutely no law was broken. 
You defied a court order. That's contempt.
For someone who claims to be as smart as you are, this shouldn't be hard.

"Illegal sanctions?" 
No. Kelly is a judge. He's not outside the law.
You're being penalized for dragging out your divorce at great expense to your second ex-wife. Pay up you deadbeat fuck.

HALBURN JAILED FOR CONTEMPT!!!

In January, as part the final order in his divorce case, Mark Vance Halburn was ordered by the Court to pay his second ex-wife $1,981.73 to equalize his one-half interest in the marital estate, and $7,935.85 for her legal fees. That's a grand total of $9917.58.
He refused to pay one single penny of that debt.

But, he had plenty of cash to fly to California for a weeklong vacation, print and frame about 50 large pictures of his kid, buy a bunch of crap for his kid in an attempt to buy his love, pay a lawyer in his other arrest cases and pay $475 for a family pass to the Wave Pool.

On Wednesday, a contempt hearing was held.

That hearing went poorly for Fatlock.
Afterwards, he was taken to the South Central Regional Jail, jailed on the contempt charge and spent the next 24 hours behind bars. We bet he pays that money now.

HALBURN GOES TO JAIL!!!

Contempt Hearing in Divorce Held Today

In January, as part the final order in his divorce case, Mark Vance Halburn was ordered by the Court to pay his second ex-wife $1,981.73 to equalize his one-half interest in the marital estate, and for her legal fees, $7,935.85. For a total of $9917.58. As of today, he had not paid one penny.
But, he had plenty of cash to fly to California for a weeklong vacation, print and frame about 50 large pictures of his kid, buy a bunch of crap for his kid in an attempt to buy his love, pay a lawyer in his other arrest cases and buy a family pass to the Wave Pool.
Today, a contempt hearing was held.

We're guessing that hearing may have gone poorly.

HALBURN ARRESTED AT HEALTH DEPARTMENT!!!

Mark Vance Halburn was arrested shortly before noon on Tuesday, April 3, at the Putnam County Health Department.

The sheriff's department says Halburn, who writes an internet blog, had been harassing the health department about Freedom of Information requests and was notified via email that the Department's Administrator, Joel McKinney, would only meet with him between certain hours. Halburn arrived there today outside of those hours and was arrested.

On March 18, after a similar incident, Halburn was ordered not to return or he would be arrested for trespassing.
This afternoon, Halburn returned, caused a disturbance and demanded to speak to McKinney. McKinney heard Hallburn shouting and causing a disturbance. McKinney attempted to explain to Halburn what he needed to do to get the information he wanted, but Halburn could not be calmed down. Hallburn’s actions caused other workers to stop working to see what was going on, made it difficult for them to wait on other people and made it difficult for computer maintenance work to be completed.
Halburn was unable to flee before Sheriff's Deputy C.M. Savilla arrived and took him into custody.

The obese, balding, slovenly Halburn, clad in cut off sweat pants and sandals, was taken before Chief Magistrate Kylene Brown and charged with violating WV code §61-6-19, willful disruption of government process. He was released on a personal recognizance bond and ordered to have no contact with the Health department.

This is Halburn's second arrest in the past six months. He was arrested in Kanawha County for making harassing  and obscene telephone calls in October 2012. He is currently serving a six month pre-trial diversion for that crime. One of the terms of that agreement is that he can't violate any Federal, state or local law. We will see how the Kanawha County Prosecutor's office handles this violation of that agreement.

Halburn was also arrested in 2009 after trespassing at a Kanawha County swimming pool. He was convicted on that charge in May 2010.

This is just another in a long line of incidents that Halburn has instigated. He will not take responsibility for any of them and for whatever reason he is rarely held accountable for them by the judicial system.

Halburn will have a hearing before Putnam County Magistrate Scot Lawrence on June 4 at 10:45 am.

Halburn Cops A Plea!!!

Agreement Keeps Him Out Of Jail - For Now

PutnamLIES has learned that Mark Vance Halburn has copped a plea for 6 months of pre-trial diversion, pending counseling, in his telephone harassment case.  Basically probation. An agreement was reached before his trial started Monday morning.
All charges are still pending until completion of the 6 month period.

UPDATE:
Here's the deal Halburn made to stay out of jail.
 
He can't violate any Federal, state or local law.
He can't have any contact with the victim(s).
He can't associate with convicted felons.
He must pay $160.80 in court costs within 6 months.
He has been ordered to attend the Batterer's Intervention/Prevention program for domestic violence offenders at the YWCA in Charleston. 
He must attend 32 classes there within 40 weeks and he must begin them within two weeks of the agreement.
He has to pay a $50 enrollment fee and a weekly fee. A minimum of $10/week.
If he complies with the program he won't be prosecuted and the charges will be dismissed.
If he violates the conditions, he'll be prosecuted on the charges.
Basically he's guilty, but this keeps him out of jail. If he fucks up at counseling, it's over. This is giving him enough rope to hang himself. His odds of complying with counseling aren't good, given he doesn't believe he has any problems.

Later Monday evening, after he cut his deal to stay out of jail, Halburn  had to pipe up on Topix as one of his sock puppets and attempt to parse his way out of his latest self-created mess.

Not Guilty? Not innocent either. The charges are still out there. It's not over yet.

Yeah, because that's exactly how magistrate court works.
The morning stuff was for to him to cop a plea. That's all there was. There was no afternoon trial. There was no acquittal. His lawyer was begging for him to stay out of jail. He's free only in the sense that a man on probation is free.

Now Halburn says this report is "off base", in a desperate attempt to divert attention away from his criminal behavior.

Halburn is now claiming that he doesn't have to take COURT ORDERED YWCA BIPP classes because he has never been accused of Domestic Battery, and hasn't been convicted.
And again he plays the semantics card by stating he doesn't teach at Chandler Elementary. Chandler Elementary is now an alternative school (for criminals and thugs) called Chandler Academy for middle and high school students. Halburn has been subbing there. He's a perfect fit in there with all the miscreants and troublemakers.

Halburn denied the facts in a Topix post, posing as "A dose of reality."

Mark Vance Halburn will go on trial for telephone harassment charges on December 14, 2012 at 1:30 PM February 11, 2013 at 9:30 AM before Kanawha County Magistrate Pete Lopez, the magistrate clerk tells PutnamLIES.com.

According to the complaint made by Officer R.E. Veres of the WV State Capitol Police, Halburn "placed at least 13 telephone phone calls to WorkForce WV Deputy Executive Director  Valorie Comer and her staff on August 14, 2012 after his unemployment benefits were discontinued. The insulting, demanding and abusive calls continued throughout the day even after [Hallburn] was advised by the agency of his appeal options and their lack of ability to resolve his complaint over the phone."

He was arrested in Kanawha County, taken before Magistrate Joe Shelton and released on a $3000 personal recognizance bond.
The charge is a misdemeanor.
Halburn faces a fine of not more than $500, or confined in jail not more than six months, or both.

MARK HALBURN ARRESTED AGAIN!

Domestic terrorist Mark Halburn was arrested Monday and charged with violating WV Code §61-8-16 (c) for allegedly making harassing and obscene phone calls to WorkForce WV. Sources tell PutnamLIES.com that Halburn was furious because his unemployment benefits were cut off.

According to the complaint made by Officer R.E. Veres of the WV State Capitol Police, Halburn "placed at least 13 telephone phone calls to WorkForce WV Deputy Executive Director  Valorie Comer and her staff on August 14, 2012 after his unemployment benefits were discontinued. The insulting, demanding and abusive calls continued throughout the day even after [Hallburn] was advised by the agency of his appeal options and their lack of ability to resolve his complaint over the phone."

He was arrested in Kanawha County, taken before Magistrate Joe Shelton and released on a $3000 personal recognizance bond, which means he didn't have to post any money (like he had it anyway) but if he breaks this, he'll be jailed.
The charge is a misdemeanor.  Halburn faces a fine of not more than $500, or confined in jail not more than six months, or both.

We wonder - Has Halburn been working as a substitute teacher AND collecting unemployment?
He is certainly arrogant enough to try to.
Does he notify them about the "income" from his opinion blog?

Halburn had a divorce hearing on Monday where one of the items of contention in the child custody portion was his erratic behavior and the amount of custody he should have.
PutnamLIES.com has maintained from the start that the only contact Halburn should have with his son should be court supervised visits. This just reinforces that belief. Halburn doesn't want his boy. The custody battle is to punish his second ex-wife. This isn't the way someone who wants their kid acts.

Rumor had it Monday he was going to be arrested after the hearing. He was.
