Halburn Loses Again

In a unanimous memorandum decision in the case of State of WV v. Mark Halburn, issued on April 15, the West Virginia Supreme Court has handed Mark Vance Halburn yet another loss. This makes Halburn's third loss before that body.

That's right Halburn. You lose again.
All new court, but we're still laughing at you, bitch.

And it's basically a NO SOUP FOR YOU, no oral argument decision for him. They didn't even need to hear his decrepit lawyer's presentation.

Halburn was convicted by a Putnam County jury in 2017 of violating a personal protective order granted to Dr. Joseph Matusic.
He appealed the conviction to Circuit Court, where it had to be heard in Cabell County, due to all the judges in Putnam County recusing themselves. Cabell Circuit Judge Paul Farrell affirmed the ruling from magistrate court.

His aggument for appeal is the same old litany of excuses that Halburn always trots out.
"I can do whatever I want. I'm the news media."
"My 14th Amendment rights were violated."

All pretty much what was expected.
No, jerkoff, your First Amendment rights weren't violated.
The First Amendment does not give members of the press immunity from criminal prosecution for criminal acts.

Halburn's excuse seems to be, "But WOWK went onto his property. I can too."
As Matusic testified, "I don’t have a PSO against Channel 13 and you write a blog.'

The hilarious thing in all this is how many times a court has told him in multiple ways that he's not media.

Halburn argued that Cpl. Johnson’s violated his 14th Amendment rights because Johnson failed to interview him before seeking an arrest warrant.
Cpl. Johnson had probable cause to  arrest Halburn based on Dr. Matusic’s statement and the pictures Dr. Matusic took Halburn sitting in his car in Dr. Matusic’s driveway.  All the deputy would have gotten from Halburn is lies and bullshit. He doesn't have to hear a criminal's story before he gets a warrant.

For these reasons and others, the Court affirmed the Circuit Court's decision.

Realtors Warned To Beware

POSSIBLE STALKER ACTIVE IN GASTON COUNTY NC
In late July Realtors in the Piedmont region of North & South Carolina area were warned to watch out for stalker Mark Vance Halburn.

On July 30, Halburn, using a fake name, posted this on the trailer park of the internet, Topix, one of his favorite places to anonymously attack people.

So we knew there had been an incident.

What happened?

Halburn used REALTOR.com to contact a real estate agency in Gastonia NC. But it turns out his reputation preceded him.

The first red flag? He specifically asked for a female Realtor.

Why would he do that?
That's his M.O.  Find a woman to intimidate.

After they got more information about him, they took precautions and agents showed him the listing.  During the showing, Halburn became agitated easily and contradicted himself numerous times, creating an uncomfortable situation for the Realtors. After the showing, he began emailing & texting the Realtors in a harassing manner.

Local police were notified and they confirmed Halburn's history of arrests for stalking and harassment in West Virginia. An investigation is now under way.

The Piedmont Regional Realtor Association in Rock Hill, SC then sent the following bulletin to all its members:

" ***PLEASE BE AWARE THERE IS A POSSIBLE STALKER IN THE AREA!!!***
It has come to our attention there is someone calling Real Estate Offices asking for a female realtor to show him unoccupied homes listed for sale. He calls and can be very verbally abusive when you advise him to come into the office.

The name he gives is Mark Halburn and the phone number shows up on the caller ID as 304-415-6397. We believe he is not a genuine customer and has a history of arrests for stalking and harassment.
Please use caution and your best judgment if you encounter this person."

This guy doesn't have two dimes to rub together and he's looking at houses?
He wouldn't even qualify for a mortgage.
And if it's a rental, they need to make sure they get a big cleaning deposit because this guy is the worst slob you've ever seen.
Then after all that, last week he group texted a bunch of realtors, saying if they needed high quality photos of their listings from a professional photographer, that they should call him.
Typical Halburn.
Shit all over everybody and then ask for a job.

We applaud Piedmont Regional Realtor Association for being proactive and warning their members about this menace.

As Judge Michael Kelly wrote in Halburn's final divorce order:
"Mr. Halburn's arrests follow the pattern clearly seen by the mental health professionals: he generates needless conflict and then overreacts when his bullying tactics are resisted."

And, as the West Virginia Supreme Court wrote:
"The family court found that "there is no doubt that Mr. Halburn will bully, degrade and infuriate everyone with whom he disagrees or who has refused to accommodate his odious and malicious conduct."
And finally, as Halburn's court ordered mental evaluation states:“Mr. Halburn’s psychological profile and behavior would suggest that he has propensity for aggressive behavior. Given his degree of agitation and volatility, any threats made by Mr. Halburn should be taken seriously and dealt with appropriately.”

After a 3 1/2 hour trial today in Putnam County magistrate court, Mark Vance Halburn was was found guilty of violating a personal safety order issued against him on behalf of Dr Joe Matusic.
It took the jury just 10 minutes to return a guilty verdict.

The day began when Halburn arrived at the courthouse and started barking out orders to his attorney, Christopher Butch. The first thing he did was hand him a piece of paper and said, “These are questions for you to ask me.”
He then sat in the waiting area and prayed out loud for the jury to understand that he had the wrong address.

“And when you pray, do not be like the hypocrites, for they love to pray standing in the synagogues and on the street corners to be seen by others.” Matthew 6:5

He also brought his Sugar Mama, Barbara, for support. And to go to his car and get his root beer that he needed.

Babs is fascinated by the newfangled cellular telephone.

Once in court, Halburn’s ancient attorney Christopher Butch appeared clueless and shook the whole time. But that was OK because Halburn seemed to run the whole show, sitting back in his chair like he owned the place, telling his attorney what to do and say, shoving papers at him the entire time and whispering to him every minute or so. The poor guy couldn’t keep his concentration because of it.  To the point where Halburn was told by the judge several times to be quiet and the prosecuting attorney asked “Which one of these men is counsel”?
It was a cut and dried case.

In his opening statement Assistant Prosecutor Kevin Lawson told the jury there were only two things to remember. There is a protection order, and that Mark Vance Halburn went to the home. The rest you hear, he said, is just smoke and mirrors meant to distract.

then pictures of the three no trespassing/ private property signs Halburn passed coming up the driveway, then a picture of the mailbox with large reflective numbers on it, and lastly a photo of Halburn’s car in Matusic’s driveway.

Magistrate Linda Hunt accepted them all into evidence and they were shown to the jury.

The Prosecution called just one witness. Dr. Joseph Matusic.

Dr. Matusic did an excellent job on the stand.
He testified to the long term harassment and stalking by Halburn.
He explained about the pictures of Halburn’s car taken in the driveway.
The defense tried to bring up a lot of crap such as “Halburn is a local reporter and was going to get pictures” and “Why did you let Channel 13 on your property and not Halburn when he was just doing his job?”
The simple answer given was, “I don’t have a PSO against Channel 13 and you write a blog.”

At that point the prosecution rested its case.

The defendant's first witness was Putnam County Sheriff Deputy Shawn Johnson who testified that he went and took the report, went to the courthouse to verify the protection order and also spoke with Hurricane Fire Department.

Next, when Halburn took the stand they couldn’t shut him up. He would elaborate on anything and everything and talk and talk. The magistrate called him down multiple times because he would drone on and on. She finally said, “Just answer the questions”!
The answer to “did you go on to this property” isn’t a 15 minute response.

Halburn claimed he  had an email of the broadcast text sent to him by someone who worked (supposedly) at one of the television stations that he tried to enter as evidence. Magistrate Linda Hunt shut that down quickly. He wasn’t allowed to enter any of his material as evidence.  The look on his face was priceless when he had to come to terms with the fact that nobody cared about his mountain of useless, irrelevant and inadmissible evidence.

Halburn repeatedly tried to bring in what everyone told him on the phone and persisted with it.  The Prosecutor’s objections for hearsay were sustained every single time.

Then the lies started.

Halburn lied and said that he got lost and turned onto a public road. Except it was a driveway with no road sign on it, a mailbox clearly marked with large reflective numbers and THREE no trespassing signs.  He then drove up a 1/4 mile driveway to a house that can’t be seen from the road.

This shows the distance Halburn had to travel up the Matusic’s driveway.

Halburn had to make a conscious effort to go out Peach Ridge Road. It isn’t on the way to anywhere. He intended to go there. It’s not a thruway or side street. He drove 2 miles out a road that goes nowhere. Halburn knew exactly where the Doctor lives.

But he wants a jury to believe that an address that was clearly on a document he was served with was one he didn’t know.
And that he just made a mistake.

He can’t stop at someone’s house, ask if that’s Matusic’s property and then make the choice to continue to the property and call it an accident. If it was “an accident,” when the person told him it was Matusic’s property he would have turned around and gone home.

He continued to lie and said he was at the bottom of the driveway, except the Prosecution had pictures showing he was at the top of the driveway.
Lawson did a great job of tripping up Halburn’s defense on numerous inconsistencies, such as Halburn stating that he was given a wrong address from Hurricane Fire Department. The house number was on the mailbox at the main road and it is the same as was on the protection order. So that claim was disproved quickly.

Halburn tried to say he never came up the driveway and was nowhere near the house, but when shown the photos of his car at the top of the driveway, he admitted that it was his car.
Halburn continued to use his lame excuse that he was given the wrong address and he was there to take pictures for his news website because he is a “News Reporter.”, He got called out on that by Lawson who pointed out that it’s already been decided by the courts that it is a blog. At that point, Halburn slung his fat ass back in the chair until it looked like it was going to tip over.

On several occasions Magistrate Linda Hunt actually rolled her eyes at Halburn’s statements.

Halburn told the jury that Matusic followed him and therefore that negated the intent of the order.
The jury obviously thought that was just more of Halburn’s bullshit.

Halburn also wanted the jury to believe that Matusic called the police after Halburn blatantly violated the third personal safety order issued against him because Matusic was somehow trying to affect a motion to a family court judge that Halburn filed weeks earlier for sole custody of his son.

At one point, Halburn told his attorney to have Matusic’s fiancee thrown out for “Witness Intimidation.” Halburn’s sugar mama told the judge the fiancee was talking and helping out during the trial.

The jurors were buying none of it.
The surprising thing is that they could actually find six people that didn’t already have an opinion of him.

Then the verdict came in and the words people have been waiting years to hear were read.
“We the jury be unanimously agreed to find the defendant, Mark Vance Halburn, guilty of a misdemeanor offense of violation a personal safety order. So say we all”

Halburn’s lawyer then asked about the sentencing.When asked by Magistrate Hunt if he wanted to do sentencing today, Butch said he didn’t  bring his calendar.
She said “We can do sentencing today if you want.”
Butch asked, “Is he going to be sent to jail today?
And then the real laugher came out.
Butch says, “We would ask that you suspend any sentence your honor.”
Hunt asked, “You mean suspend any sentence?”
Butch meant suspend it permanently.
The State then asked for sentencing to take place immediately, but Butch asked for 3 weeks.
They rambled back and forth for several minutes before settling on September 21 for Halburn’s sentencing.

Then Halburn and his entourage of lawyer and sugar mama shuffled out of the courthouse and to the parking lot.

But before he left, Mr Environmental Consciousness dumped some trash from his car/pigpen into the parking lot before he pulled out.

Can you believe this guy? Who keeps their car this filthy?

Fatlock asking for a jury trial has bitten him in the ass appeal-wise. He fucked himself on this one.


Here is a little known fact of the legal system. Halburn chose a jury trial thinking he could trash his victim that much more or he chose a jury trial because no sane judge would believe any of his rants. Anyhow, if you have a bench trial with a judge, and you appeal, then you get an entire new trial at no expense.
Halburn lied about his “businesses” and other sources of income in order to get a court appointed lawyer for his criminal contempt trial so that wouldn’t have been any skin off his nose.
But if he wants to appeal a jury trial, he can only appeal on errors that may have arisen during the jury trial. He will not get a new trial, only an opinion from a judge about any errors. AND he must pay thousands in court costs for the appeal. That’s money he does not have.

We should not make fun of nor torment the mentally ill.
Mark Halburn is an exception because he is the kind of mentally ill that is not bad enough to be in an institution, not mild enough for him to seek effective treatment and irritating enough to his fellow countrymen to piss off just about everyone he interacts with. Halburn is a blowhard and a bully who uses his “intelligence” and gifts of literary skills to extort local businesses out of some semblance of an income. Anyone who encounters Halburn can pretty quickly figure out that his elevator does not quite go to the top floor, but most also see that he is more the kind to post slanderous things than take physical action.

We all watch the news, we all see events where mass trauma and murder have been committed by the mentally ill. People whom others knew were dangerous, but had not quite committed enough to get them either incarcerated or helped before they hurt and killed others. Mr Halburn appears to fit into that category of pathology. We never know when Mr Halburn is going to go the next step but we should all be prepared for the day that happens and take appropriate action when it does. But until then, lets hope Halburn learns from this experience, hope that Halburns new cell mates can help him see the error of his ways, hope that Halburn’s sugar mama/girlfriend/ fiance Barbara is a good influence on him and calms the demons inside him even though she empties bedpans for a living and seems as dim witted as Halburn.. God knows his two ex-wives were never able to do anything.

But anyone who interacts with him should also remember this statement from his court ordered mental evaluation:
“Mr. Halburn’s psychological profile and behavior would suggest that he has propensity for aggressive behavior. Given his degree of agitation and volatility, any threats made by Mr. Halburn should be taken seriously and dealt with appropriately.”

Mental illness often has patterns and cycles and Halburn’s now appears to be on the escalation phase.
In June, he was sentenced in Kanawha County to 6 months in jail for harassing WCHS Radio and the Mayor of Charleston. While awaiting this trial, he trespassed at a church camp and has a personal safety order from that incident which prevents him from seeing his own son. In the weeks after that, he visited several churches of the same denomination and left flyers on worshipers’ cars while they were attending church services.

Halburn will be sentenced on September 21 at 2:30pm. The State will ask for the maximum sentence of 90 days.

It would be better than jail for him to do the time in a mental hospital.
Actual incarceration isn’t going to fix his problem.
He needs to be involuntarily committed.

Hypocrisy, Thy Name Is Halburn

Mark Halburn, the Dunbar domestic terrorist, has a driving problem. Seems he doesn’t believe laws apply to him. He has a string of traffic tickets, which as usual, he says are not his fault. But nothing ever is, is it?

He has a big beef with the police in the town where he squats. Dunbar PD has issued numerous citations to him, mostly for speeding. Usually about twice the posted speed limit.
HE, apparently, gets to determine what he considers “a normal rate of speed.”

30 in a 15. TWICE the posted limit.

So he blames the mayor.

To the point where he’s literally got like a half dozen online videos of him stalking the Mayor’s neighborhood to try and prove some lame point about speed limits in the town.
He conveniently leaves out the fact that he would have still been exceeding the limit even if the speed limit been 25 mph.

A ticket beef was what sent Halburn to jail in July 2014 after an incident at Dunbar City Hall.
And, the guy who is so obsessed about other peoples’ behavior seems to have no problem with videotaping and driving at the same time.
Greenlee was also the target of numerous sock puppet postings by Halburn on the trailer park of the internet, Topix.

And another one made before the recent election.

To show the extent of Halburn’s vendetta, Roger Wolfe, the candidate he was promoting above, had formerly been Dunbar’s mayor before he was removed from office in 2008 when he approved pay raises for four department heads and approved other city expenses without city council’s approval. The State Ethics Commission later fined him $35,000 in 2011 after they found he violated the Ethics Act for receiving reimbursements without proper authority.
All of which Wolfe has refused to pay.

He’s the type of politician who Halburn would normally rail against, but this time gets a pass because it advances Halburn’s agenda.
Or maybe he feels a kinship with a fellow deadbeat.

So PutnamLIES.com was completely gobsmacked when Halburn posted this on Mayor Greenlee’s Facebook page Saturday.

Seriously? What a sniveling ass kisser. What’s your angle now, Halburn? Hoping the replacement mayor will be a pussy that you can push around?
It doesn’t matter. You’ll always be a fat loser living in a one bedroom garage apartment, with no job, no future and no son.

Because a pastor at a church camp dared to speak the truth to the blobby blogger. The pastor told Halburn that one person was responsible for his divorce. Mark Vance Halburn.

And also because he’s nuts.

Seriously, what kind of asshole leaves flyers on worshiper’s cars while they’re in church?

I’m sure they’re deeply sorry for this happening to the people who came to services on Sunday, but, unfortunately, they are currently the target of a mentally unstable man with a burning vendetta, and he will stop at nothing — including disrespecting their sacred hour of worship — to smear their church and its leadership.

If they’re smart, they will get a restraining order against him.

This is not the first time he’s done this either. On Easter Sunday in 2014 he drove to Barboursville and left flyers on cars at WV Delegate Kelli Sobonya’s church denouncing her for not introducing bills for his nonsensical 27 item agenda.

Area Man Plans to Break Several Laws to Prove Other Guy Is Perhaps Violating One

 

Domestic terrorist Mark Vance Halburn's at it again.
He's still stalking gubernatorial candidate Bill Cole.
This time he's lurking outside his campaign headquarters on Capitol Street in Charleston and harassing supporters who are there picking up campaign materials.
Plus it's right across the street from his lawyer, who by the way, fired him shortly after this.

People literally stream in and out of there all day to pick up signs for the county and statewide races. It's an inconvenient location for parking purposes. People who are coming to get signs are told to let someone from the campaign know what you want and how many and they'll have them ready to be run out to your car so you can be on your way.  They ask people specifically to try to avoid high-traffic times, like before and after work and lunch so they can keep traffic moving.  It's not like they're parking there for hours. It's an in & out thing.

But, of course, Halburn has seen the need to appoint himself citizen parking enforcer. He has become very upset with receiving several parking tickets over the past few years. Of course, NONE of those were his fault. Just ask him. Nothing ever is.

He whines, "Cole's campaign office won’t enforce the law."
Yeah. You know why?
IT'S NOT THEIR FUCKING JOB!

He says, "We telephoned Cole’s office, seeking comment. The call has not been returned."
Don't hold your breath, shitbag. It won't be.

But since you're unemployed and mentally ill, you have all day to stand outside and watch and shout at people who drive in, "Why does Bill Cole encourage illegal parking?" "Why don’t public officials, and their followers, obey the laws?" you can be the vigilante parking enforcer.

They can't keep Halburn off Capitol Street since it's a public thorofare, but Cole's people have 911 on speed dial if he comes through that door.

His whole thought process just makes no sense. At all. It's a 4 year old's mentality.

It's tattling on someone for taking a second bag of milk at break time in kindergarten.

Thrown Out of Target - Harass more. Behave Less

Halburn and his 8 year old son were thrown out of an area Target a few weeks ago.
Seems the corpulent complainer spotted  WV Supreme Court Justice Allen Loughry, couldn't control himself and began verbally attacking the jurist, so he and his son were escorted out of the store.

Halburn describes what he imagined happened,

"Target allowed Lunatic Supreme Court Justice Allen Loughry to yell at my son when I told him to stay away from Loughry.
I spoke to my son - not the justice. The justice started screaming at us and even tried to intimidate Target's staff by whipping out a badge. I told the justice to leave us alone and immediately took my son away from the hothead justice and went shopping in the rear of the store. The justice continued to get in our face and continued to intimidate their staff. I asked to speak to the assistant manager about the issue and we went outside to avoid the screaming justice. I have, since, been back in the store, to shop."

A few days later he continued with his lies.

"An out-of-control Target customer and management's failure to properly deal with said customer now has (his second ex-wife) distorting the incident in a court document. When I spoke to the store GM, he was rude. He refuses to let me talk to his district manager (obvious damage control!). I am referred to Guest Relations where I repeatedly am connected to an (apparent) overseas call center where the CSRs overwhelm me with their heavy accents." 

Of course, his story is complete self-serving bullshit, as usual.

He also says Target apologized to him.
Businesses don't apologize when they throw a disruptive customer out.

 
What really happened?

When Halburn saw the justice, he started making snide remarks in a very loud voice to the kid, calling the Justice an "unethical politician" among other names, while following the Loughry through the store, causing a scene.  
The entire Target store heard him because that was his intention. He knows better than to just outright attack the guy, so he used the kid. Why not just take the boy and WALK AWAY???

This is exactly the type of behavior the WV Supreme Court wrote about when they said, " Halburn will create conflict with third parties which might scare or alarm or traumatize [the child] or place the young child in reasonable apprehension of bodily harm caused by others, or, if  Halburn is arrested yet again, might result in the child being placed in the temporary care of unknown private or public third parties until [the child's mother] can retrieve him."

This is why you'll never have custody of your son, Halburn.

HALBURN CONTINUES TO STALK MAYOR DANNY JONES

Here's a follow-up to our March 17 story about Halburn confronting Charleston radio host and Mayor, Danny Jones, outside the WCHS radio studios.
It happened again on Tuesday, April 5.

This time, as shown in another comment, Halburn had his little video camera with him.

Jones discussed the matter on Wednesday's 580 Live.
"I think I'm being stalked"
Yeah. You are.

Halburn also added Jones' son this morning as a friend on Facebook which is TOTALLY NOT AT ALL A PSYCHOTIC THING TO DO. Jones should get a protective order right now and tell his son to block the PsychoPublisher immediately.

We will take exception to Jones' statement that Halburn was "running down the street." That's a stretch. Halburn doesn't run anywhere except FROM cops or TO Golden Corral.

Halburn must have that Worse Car Replacement insurance, where if his car is totaled in an accident, they not only replace it, but they give him the money for a car that is ten model years older with 55,000 more miles on it than his old car.

 Halburn attempts to explain away his stalking of Danny Jones by saying, "Don't own a white car, don't drive a white car."
Really?
Then maybe he can explain this picture of HIS car, parked in front of HIS rodent infested garage apartment.

What color does it look like to you?

We're sure his excuse will be something like, "It's not white! It's "Arctic Snow Pearl."
In actuality, it's a silver color.

HALBURN AMBUSHES MAYOR AGAIN

Remember on March 16 when Charleston Mayor Danny Jones said on the air that he was confronted by Mark Halburn in the parking lot of WCHS Radio? Halburn immediately denied it ever happened and claimed that he never drove the wrong way on ANY streets, never "confronted" the mayor and had only ever had one prior one-on-one conversation with Jones .
Obviously this was just another in a long series of self-serving lies by the portly publisher.

On Tuesday, April 5th, 2016 he was waiting outside the station again for Jones to walk to his car. When he started shouting questions at the Mayor, Jones said nothing, got in his car and drove away.
 

 Halburn also telephoned WCHS Station Manager Bob Visotcky, who hung up after the Fatman began making accusations in his whiny, high pitched, lispy voice.

Jones' crime? The meter where he had parked his car had expired.

Matusic Gets Restraining Order Against Halburn Renewed

Which doctor just had a two year restraining order renewed against the PsychoPublisher?

 On February 3rd, 2016, Mark Vance Halburn followed a car driven by Charleston pediatrician Joseph Matusic's minor daughter to the parking lot of Winfield High School where he then proceeded to photograph the car and it's license plate.

You want to bet whether or not Halburn's fingerprints are on that license frame that he bent?

After that incident Dr. Matusic returned to court and had a two year restraining order against Halburn renewed. A previous order had been issued in October 2012 but had expired.

It is unknown whether or not Halburn is even allowed on the Winfield High School property or if he violated a restraining order being there.

Halburn also also called the TV station where Matusic hosts a segment on the news, which he was formerly ordered not to do.

Matusic had a previous restraining order issued against Halburn in October 2012. That one expired in October 2013.

Halburn Now Stalking Bill Cole

Campaign season is underway. Looks like it going to be a long one.

Another day and Halburn refuses to stop harassing people! This time it's WV Senate President and Gubernatorial candidate Bill Cole.
Halburn is furious that WV legislators won't take up his wacky crusade against the family law system in the state.

Halburn paces back and forth outside Prime on 4th

Halburn showed up at a private event for young professionals at the Prime on 4th restaurant in Huntington that was organized to meet gubernatorial candidate Bill Cole. He walked in with his camera and video camera around his neck. Numerous people began videoing him with their phones and when he noticed it he walked completely around the room  before going back out the door.

He was thrown completely off guard. It was comical watching him retreat. He went outside to pull himself together, paced back and forth for about 5 minutes and then tried to come back in. An event organizer told him to leave, that it was a private function.  He asked one attendee "Are you filming me?"  with his whiny, lispy voice, then he left and continued to pace outside where he tried putting his hood on so he wouldn't be recognized in the footage.

He attempted to ambush Cole about the family court system as he walked in. Not sure what the reply was to him.
The police were called and they were seen talking to Halburn before they ordered him to leave.

He didn't seem to like his own tactics being used against him. It's not so fun for him when the sandal is on the other foot.

All that wasted gas money driving through 3 counties.

Halburn Stalking Putnam County Residents

Unemployed Loser Has Plenty Of Time

He lives in a $300 a month garage apartment in Dunbar but at the end of November, Mark Vance Halburn felt the need to drive his filthy Korean sub-compact almost 20 miles to retired Judge William Watkins' neighborhood where he accosted him and shouted questions at him.

He followed Watkins walking his dog, Buddy, in his Briarwood Estates subdivision, on Saturday, November 23rd, 2013. Somehow he avoided Buddy. Halburn is well known for striking dogs with his vehicle and later finding damages.

This wasn't a casual meeting on Halburn's part. He had to specifically make the effort to drive into Watkins' subdivision and onto the cul de sac where Watkins' home is located.

Halburn stalks retired Judge William Watkins.

Two weeks later, Halburn was after another of his long time targets, Dr. Joseph Matusic, Jr., a Charleston pediatrician. Halburn stalked him to the studios of WCHS TV where the doctor appears on the Eyewitness News segment  "Baby Steps." He then proceeded to photograph the doctor's car.

Halburn then followed Matusic through the slick, snow covered streets of Charleston while negligently driving and shooting video at the same time. 

Halburn, who illegally drove until March 2013 with a South Carolina license after moving back to West Virginia in November 2012, criticizes Matusic for having an expired sticker.
The question remains: Why didn't Halburn pay to register his car like the rest of us?

Matusic previously had a restraining order against Halburn. Looks like it's time to get get back in Court and get another one.

Two words for you, motherfucker:

What we see in both videos is a lispy fat man with a video camera panting about things nobody cares about. It's like he woke up and went to his pee stained enemies notebook and picked a name.

It appears that Halburn has plenty of time to stalk productive citizens, but no time to find a job with which he could help support his 6 year old son by paying an adequate child support.
No wonder his second ex-wife divorced him.

Citizens are urged to be vigilant and report any incidents of stalking by Halburn to law enforcement. You could be next!!!

As his mental evaluation stated, “Given his degree of agitation and volatility, any threats made by Mr. Halburn should be taken seriously and dealt with appropriately.”

Mark Halburn's Vendetta Continues

Joe Haynes is being harassed. And one man is connected to all of it: Domestic terrorist Mark Vance Halburn. 

For years Halburn has had a vendetta against Putnam County Commissioner Joe Haynes.

Halburn has also harassed Haynes' wife, Karen, going so far as to call her "a bitch." He also stalks them at every opportunity he can find.
Why?

It stems from Haynes and the County Commission's refusing Halburn's demands to buy his second ex-wife's overpriced house next to the Hurricane Walmart.

Halburn's latest screed manages to repeat the same old shit he's been bitching about for years and twisting the truth to suit himself, as usual.

Let's take a look.

 

Halburn railed endlessly about the condition of the old shelter and now that the new shelter is under construction he is still complaining.

The old shelter was an unsanitary small temporary building built almost 30 years ago and was in poor condition.

Halburn complained that the construction costs were having to be raised privately, but  when the Commission voted to commit $2.3 million to the project, he complained about that too.

Karen Haynes helped spearhead the raising of more than $200,000 for the new center, and also worked to acquire a parcel of land from the State of West Virginia valued at $120,000, hundreds of thousands of dollars that taxpayers of Putnam County won't have to spend.

Combined with historically low bond rates, taxpayers will save hundreds of thousands of dollars more. And donations are still being accepted at The First State Bank, in Teays Valley.

He also complained endlessly about the annual Dog Swim, used to raise funds for that project.

Now he calls the new construction "gold plated"
 

Gold plated? Not hardly.

The new Animal Shelter will have twice the capacity of the old one, a surgical suite, visitation rooms and room for expansion in the future. Not extravagant. Not fancy. Certainly not "gold plated."

Halburn pretends to be an animal lover, but when he was living at his 2nd ex-wife's house, he allowed his dog to roam loose, where he was a hazard to drivers in Walmart's parking lot. He later abandoned the dog and moved to South Carolina after his 2nd ex wife had him evicted from her house. The dog eventually had to be euthanized.

"El Oroso"

Halburn also struck and injured a dog in Hurricane with his car and then had the nerve to go to the owner's house and demand that the owner pay for some alleged damage to Halburn's car. Damage Halburn didn't "discover" until hours after he struck the animal.

It's clear Mark Hallburn has blisters on his fat ass from riding the fence on this matter. There's also a word for what he's doing here: hypocrisy. 

You may have seen the new Valley Park addition. Halburn objects to that too.

The county bought 5.6 acres of land adjacent to Valley Park for $735,000. That money was taken from Tax Increment Financing funds. The fund is made up of money from growth in property taxes from a specific area of Teays Valley set aside several years ago for infrastructure improvements. Exactly the type of project the fund was set up for. No debt was created. In land hungry Teays Valley, when a piece of property becomes available that's adjacent to a park, you don't want to let that slip through your fingers.

An additional $1.4 million was spent for the actual construction of an additional t-ball field, soccer field, a much needed replacement for the maintenance building (oddly enough, the old one burned in 2009. Where was Halburn?), and a long overdue new entrance to the park. 

What Halburn calls "a costly "one room schoolhouse" (frame only)" is in reality a large picnic shelter modeled after the old one-room schoolhouse in Eleanor. The "pig pen" he complains about is actually a sandbox for children.

The new section brings the park right down to Teays Valley Road, making it more visible and more accessible to area citizens

He goes on to blame Haynes for all the woes at the Putnam County Health Department, where Haynes sits on the Board. Strangely enough he doesn't mention any of the other Board members, Jim Dillon, Ryan Lockhart or Gary Sigman.

The Board is not responsible for the day to day operation of the Health Department. That is the administrator's job.
Once the Board found out about the financial problems they requested an audit which is in the process of being completed.

The PCHD made a request for request for $186,000  in emergency funds from the state but later withdrew it because the PCHD couldn't answer required questions IN THE TIME FRAME THAT THE STATE WANTED.

And he complains about the Department renting space in the Teays Center.
He would be complaining if the county had decided to build their own building too. He'd offer some limp dick reason like, "The county is wasting tax dollars. They're depriving landlords of the chance to rent their property. The new building is gold plated."

Halburn got pissed that a Putnam County Health Department Sanitarian Carey Eden was driving a county-owned vehicle-to her home in Cabell County.

Halburn's solution?
Hop in his Korean subcompact and follow that employee home. That's right. He followed her home and then took a picture. 15 miles from the office. He stalked her for 15 miles to Milton and photographed her house. Literally 5 miles from the county line.

It's more than 15 miles to Buffalo. How about Liberty? That's over 20 miles. Should they be able to drive there?

There's no law against county employees driving county vehicles home. There's not even a policy. It's often more efficient to take a vehicle home and get an early start on visits instead of driving to the office to get one. 

Halburn's animus towards the health department stems from former administrator Jacqueline Fleshman's refusal to submit to Halburn's innumerable FOIA fishing expeditions. Combined with information fed to him by a disgruntled employee, Halburn continues to harass that Department. It got him arrested there in April.

Somehow all of this is Joe Haynes' fault too.

And then there are the pools. It always comes down to the pools with this fat fuck.

Remember when the Putnam County Pool was closed because it fell apart due to lack of maintenance?

Built in the 1970s, the pool suffered from years of neglect and continued to deteriorate under the reign of Halburn's hero, Director Cordie Hudkins and former Parks and Recreation President Sally Holliday.  

After decades, the shoddily built pool was in dire need of repairs. Nothing was done under the "leadership" of Hudkins.

Somehow though, in Halburn's lizard brain, Haynes is apparently responsible for the damage.

Instead, through the leadership of Putnam County Commissioners Stephen H. "Steve" Andes, Raymond "Joe" Haynes, and their Parks and Recreation Director Scott W. Williamson, a $138,000 liner was installed to repair the pool and it is now back in operation.

Then there was the decision to, in Fatboy's words, "give back" a $250,000 grant to build a Kiddie Pool at Waves of Fun.
 
In reality, what happened was the County Commission UNANIMOUSLY turned down the grant because it required that the taxpayers of Putnam County cough up a matching $250,000 in order to receive that grant.
There was no money "given back." The grant was never accepted.

Joe Haynes and the other Commission members saved the county's citizens money. Smart commissioners don't take on $250,000 in debt.

 








What is it that makes Halburn obsessed with pools? Could it be that there are lots of children there for him to photograph? Just askin'.

Sour grapes? You bet.

Halburn is a bitter, mentally defective, obese, balding middle aged man with two failed marriages, who refuses to make court ordered payments to his second ex-wife, has at least 6 arrests under his XXXL belt, an inability to hold even the most menial of jobs and the fact that if he ever does find gainful employment he will never be able to retire, Halburn is always looking for a scapegoat to blame his failed life on. This week apparently he has chosen Joe Haynes. Again.
It's just more empty bloviating from a pathetic sociopath with no future.

The record is clear: This responsible leadership of The County Commission has one consistent vote: Raymond "Joe" Haynes. Putnam County voters are happy with the job he is doing. They have returned him to office for a second term.

He and the other Commissioner are doing exactly what they were elected to do. Be wise stewards of the public's money.
