Charity Gets restraining Order Against Halburn

Another day, another restraining order against Mark Halburn.



This time Union Mission in Charleston wants one.
Why, you may ask?

It seems the charity hired Halburn in May at their Thrift Store to put items on for sale on Ebay.
Which he told all his followers was “A fulltime management job-with health care benefits... Sweet!” and "I post information on a computer all day."

After he saw the items were selling, he demanded a commission on those sales. They said no. That's when the trouble started.


The order lists his actions while at work.
He “negatively affected the Company’s other employees’ ability to do their jobs and had acted aggressively towards his fellow employees.”

He “relentlessly contacted co-workers after being asked to stop, reacted angrily when he did not get what he sought from his co-workers and manipulated situations between co-workers.”


He sent 88 texts to ONE employee in the course of a month.


He made numerous phone calls and emails demanding that management talk with him about his firing.


He waited in their parking lot for over 90 minutes, three weeks after he was fired, in hopes of confronting the President of the company.


"Based upon his aggressive, voluminous, and continuing attempts to contact employees... and recent time parked at the Company...The Company has reasonable basis to fear that the defendant will soon react violently in reaction to his discharge form employment, and commit violent and destructive acts and compromise the personal safety of its employees and the well-being of its property."

MedExpress Urgent Harassment

Deputies Called For Halburn

 Halburn paid a visit to the Teays Valley MedExpress urgent care tonight complaining about his ear. You know, the one that another inmate whacked him on while he was in jail? And complained and complained some more. He wanted his medication NOW!!! So much so that they called the cops on him.

Out of jail two days and he causes another incident. Isn't it it strange that someone that lives in Dunbar loiters in Putnam County all the time? And always with the signs.

" Due to pain in my injured ear I go to Med Express Urgent Care (in Teays Valley) which is filled with signs saying they have the top 50 medications in stock. I am prescribed some ear drops. I ask to get them on-site. I am told I must go to a pharmacy which tells me that the drops need to be "pre-approved" by my insurance company and that Med Express SHOULD have done this. I call Med Express (It's now minutes before closing) where a lady tells me that she can't help me, refuses to transfer me to her supervisor I tell her I will drive to back, but she tells me the doors lock automatically-then HANGS UP ON ME. I call back and get a recording stating that they are closed but to call an on-call clinician who CONFIRMS that the medication was in-stock at Med Express and that I should have been sold the ear-drops on-site. She offers to call a medical director and tells me to call back the Med-Express Teays Valley office IN THE MORNING. Now, I submit for your consideration that if I wanted to be treated for my painful ear TOMORROW MORNING that I would have waited until TOMORROW MORNING! I also submit that I am NOT a little red-headed girl with a yellow dog that sings, "Tomorrow, tomorrow, I love you, tomorrow..." Meanwhile, neither she or the medical director has called me back and I STILL don't have my medication! Med Express=FAIL!!! "I tell her I will drive back".

You can bet what he actually said was, "Don't make me drive back over there."

At that point they called the Putnam County Sheriff's office and a deputy was dispatched. And per the management, he is now banned from that location of Med Express.

 From his latest psych report: "He appears lacking in awareness of his own contribution to these conflicts, instead, focusing on HIS perceptions of the inappropriate behavior of others and HIS expectations that others should treat him fairly even after he has angered them."

It's only a matter of time before he attempts to sue the state for being "abused" in jail.
That's not going to fly.
And, unfortunately for him, he has admitted previously that he is nearly deaf in that ear, with a constant ringing noise due to an improperly treated ear infection.
When he admitted he was hearing voices he said,
"I am deaf in my right ear with a constant ringing noise (because of past infection) and have a tough time distinguishing which side of me sounds are corning from because of "the bounce" effect."


Then Halburn actually published the following on the Crime Reports page on his blog:

On Mark Vance Halburn's 7th day in South Central Jail, he had the piss slapped out of him by fellow inmate Chad Day because Halburn turned the TV on at full volume at 5:30 AM.

Day's friend Mikey Fields tells PutnamLIES.com, "I seen this with my own eyes, lmfao!! If anyone knows my boy Creeper aka Chad Day y'all know how he gets down!! The fat dude turned the TV on full blast at 5:45am while people was trying to sleep and he got the shit smacked out of him not punched! The fat guy is just a lil cry baby snitch and is also suing chad for the incident. Lmao!! Free Creeper !!!"

Let's all give Chad Day a laurel and hearty handshake!


Halburn is charged with telephone harassment and disruption of government services. He's being held on a $1500 bond which, we have been told he cannot pay and is calling left and right trying to find someone to put the money up. He has been turned down by all his friends and even his relatives in California, because they're "not willing to risk their money on his behavior."

HALBURN JAILED!!!

Domestic terrorist Mark Vance Halburn, was taken into custody by the Capitol police after making numerous, repeated, harassing phone calls to a state unemployment office.

Halburn made at least five phone calls to Workforce West Virginia Charleston manager Bunny Harper and her staff on June 7. The report says, “The insulting, demanding and abusive calls continued for approximately 2 hours.”

Halburn claimed that the workers had “broken his first amendment rights,” according to the complaint.

Halburn was out on bond from an June 25 arrest  in Dunbar where he went to the city clerk's office and he was “being very loud and demanding about a sign in the hallway,” The clerk triggered a panic alarm and Halburn was charged with disrupting a government process.

Halburn was charged Monday with harassing or repeated phone calls and is being held at South Central Regional Jail on $1,500 bond.


The charge is a misdemeanor.  Halburn faces a fine of not more than $500, or confinement in jail of not more than six months, or both.

Halburn was arrested for the same charge in 2012 at the same office.

The case number in Kanawha County is #14m-4622.

Man arrested for alleged harassment

CHARLESTON, W.Va. — A Dunbar man was arrested after allegedly making several harassing phone calls to a state employment office.
Capitol police took Mark Vance Halburn, 52, of 21st Street, into custody Monday.
Halburn, publisher of the Putnam Live website, allegedly made at least five phone calls to Workforce West Virginia Charleston manager Bunny Harper and her staff.
He claimed in the calls that the workers had “broken his first amendment rights,” according to a complaint filed in Kanawha Magistrate Court.
“The insulting, demanding and abusive calls continued for approximately 2 hours,” the complaint said.
Halburn was free on bond from an arrest two weeks ago in Dunbar.
The website publisher was arrested June 25 after an outburst in the Dunbar Municipal Court Clerk’s office led the clerk to sound the panic alarm.
Dunbar police in that instance found him in the office “being very loud and demanding about a sign in the hallway,” according to that complaint. He was charged in that instance with disrupting a government process.
Halburn was charged Monday with harassing or repeated phone calls and is being held at South Central Regional Jail on $1,500 bond.

HALBURN ARRESTED IN DUNBAR!!!

Mark Vance Halburn was arrested again today, exactly a year after he was jailed for contempt of court and spent 24 hrs in jail because he couldn’t pay $250

The story behind the story:

Halburn was caught on Charles Ave. in Dunbar, on Father's Day, close to midnight, going 39 in a 25 zone.
He got a second ticket for an unsigned registration card. The only reason that the second ticket was given was that he went off on the officer after getting the speeding ticket. He not only got the original cop involved but his shift commander as well when he threw his tantrum.
He demanded they call the Chief and also demanded that all speed limits be done away with after 11: 00 pm. since there is not much traffic.
He also wants the city to make a new law that contractors not be able to start work until after 9:00 am so he can sleep. 




On Wednesday, Halburn went to Dunbar City Hall to argue about the traffic ticket. He went to the

municipal court clerk’s office  where he became "very loud and demanding,” about about a sign in the hallway.
Halburn apparently was upset because he mistakenly walked upstairs to pay for his ticket and that the sign was wrong.
He was told by the clerk if he wanted a hearing on the matter that he would have to come back to court at 5 p.m. on July 1.
Halburn continued to argue about the ticket and got louder and louder, causing the clerk to get worried and use a panic alarm.
At that point
Dunbar Capt. Scott Elliott was summoned to City Hall. Mayor Terry Greenlee told Halburn to quiet down or leave. Jess Bailes, the Dunbar police chief, asked Halburn to step out of the office, but Halburn refused. At that point, Bailes and Elliott escorted Halburn out of the office.

Halburn was charged with disrupting a government process. He was free on bond Wednesday night.
It's unknown if the sign at City Hall said, "Use the other entrance."  


As two different court ordered mental evaluations stated :
"His psychological profile and behavior would suggest that he has propensity for aggressive behavior. Given his degree of agitation and volatility, any threats made by him should be taken seriously and dealt with appropriately."


and 

"His arrests follow the pattern clearly seen by the mental health professionals: he generates needless conflict and then overreacts when his bullying tactics are resisted."

A Fathers Day Card From Dunbar PD

Dunbar PD reports that the Mark Vance Halburn was cited around midnight last night for speeding.

Doesn't mean 39
After Halburn was caught going 39 in a 25 zone on Charles Avenue Sunday night  he started going off on the officer.
So then he also got a bonus ticket for having an unsigned registration card. The only reason that ticket was given was his shitty behavior . 
He demanded that all speed limits be done away with after 11: 00 pm. since there is not much traffic.
He also wants the city to make a new law that contractors not be able to start work until after 9:00 am so he can sleep.


That's going to cost him over $300 for both tickets.
He'll probably whine that it was Father's Day and he should be exempt, even though he doesn't have custody of his kid.
It will be someone else's fault. It always is.
